Mr. Rains was first elected to the County Clerk office in 1985 and was re-elected to the County Clerk's Office again in 1999. He is a graduate from the Williamsburg High School and also attended Cumberland College. He began working in the clerk office in 1977 under County Clerk Everette Rains. Mr Rains is married and has five children.
